John Carter is TOO BUSY for you!
Congressman Carter refuses to discuss issues and debate Democratic nominee Brian P. Ruiz
Round Rock, TX – On October 6th, in an open letter, Democratic Congressional nominee Brian P. Ruiz challenged his opponent, Congressman John Carter, to a public debate. The official Carter response? My “schedule is too full.” In this time of national crisis John is just too busy to discuss the issues with the voters.
“I’m disappointed,” said Ruiz, “Mr. Carter has refused to debate in the past. But considering the current economic meltdown affecting every American, I feel that now, more than ever, we need to hear from our representatives on how they intend to lead us in the future.” Brian continued to say “I would never be too busy to speak honestly and openly with voters. I’d make the time; the citizens and their concerns will always be my number one priority!”
To Ruiz actions will always speak louder than words. Brian has personally reached out to voters across Central Texas for over a year. Meeting with people is large forums or small communities. As a busy family man, Brian’s commitment to the voters is in stark contrast to Carter. From town hall’s in Stephenville, the Veterans Committee Forum in Killeen, and the Dell Jewish Community Center’s Forum in Austin; Brian makes time for the people…and would never use his schedule to hide from the issues.
Clearly Carter has forgotten to whom he is accountable. “I’m here for the people,” Brian said in closing, “my opponent has taken millions of dollars from Big Oil and the special interest…I haven’t taken a cent. Maybe that’s why he’s so busy?”
Copy of Letter Sent to Mr. Carter from Mr. Ruiz:

The Honorable John Carter
John Carter for Congress Campaign
716 Rock StreetGeorgetown, TX 78626
Dear Representative Carter,
I believe the constituents of District 31 deserve an opportunity to hear from their candidates for Congress in an open and public forum. To that end, I’d like to extend an invitation to you to debate on Tuesday, October 21 at 7pm (place to be determined).
The debate would be an opportunity to discuss many of the issues important to the constituents of this District and to address their concerns. While the location is still to be determined, I commit to holding the debate on neutral territory, such as a school campus somewhere within the District.
My campaign manager, April Shapley, can be reached at 512-773-5824 and will be coordinating the details of the debate for my campaign. Due to the limited amount of time before Election Day, I would appreciate hearing from your office by Friday, October 10, 2008.
Sincerely,
Brian P. Ruiz
Congressional Candidate, District 31
Ruiz for Congress

Big Government Bailout
Decisions by the Secretary pursuant to the authority of this Act are non-reviewable and committed to agency discretion, and may not be reviewed by any court of law or any administrative agency. This bill is also a reminder of many other bills that were urged to pass quickly for the good of the country:
1. The Patriot Act - Congress was urged to vote quickly after 9/11 in order to ensure our country’s safety.
2. The Authorization for Use of Military Force Against Iraq - This was voted on in October of 2002 and pinned the congress to take one side or the other days before the November election.
3. The Republicans have recently tried to give Oil Companies the ability to drill anywhere and provide large subsidies for them to do it while urging congress to pass this quickly.
4. American Housing Rescue and Foreclosure Prevention Act - $100 to $300 billion dollar Mortgage Rescue Bill that would pull back mortgages from the brink of forclosure along with Fannie Mae and Freddie Mac.
Now, less than 60 days after the President signed the American Housing Rescue and Foreclosure Prevention Act into law we are supposed to believe this new bill which would cost the taxpayers $700 billion to $1 trillion dollars will stabilize the market.
I’M TIRED OF THIS!!!
Our Economy is over inflated and has been trying to correct itself for awhile now but we keep putting band-aids on the system that only temporarily fixes the problem. We received a temporary fix with our $150 billion economic stimulus package earlier this year. Then we passed another $100+ billion Mortgage Rescue Bill that only lasted 50 days. Now the President and Treasury Secretary, Henry Paulson, would like another trillion because Main Street could suffer if we do not do anything.
I am having a hard time trusting our federal governmental officials because their record is not stellar. We continually elect many politicians that only do things for today and not worry about the consequences of tomorrow because that is not what will get them re-elected.
If I had to vote on this (unaltered) bill today I would vote NO.
I believe in a Free Market and I believe in our economy and we can’t keep accumulating more debt! When our debt rises, our dollar goes down, our interest rates go up, our productivity in our economy goes down and our unemployment rises.

Who is My Opponent Representing?
Here is what our neighboring congressman Chet Edwards had to say about the bill:
The bill will release 10% of the Strategic Petroleum Reserve (SPR), or 70 million barrels of oil. In 1991 when former President Bush released just 17 million barrels of oil from the SPR, oil prices dropped by 33.4% in just one day. In 2000, when President Clinton release oil from the SPR, oil prices dropped by 18.7%.Here is my opponent’s response:
The fact is that releasing oil from the SPR is a proven way to drive down oil prices quickly. By dramatically increasing the supply of oil on the market, we will drive down the price of oil… Now I can see why oil speculators don’t like the idea of lower prices. I can see why Exxon Mobil doesn’t like the idea of oil lower prices. I can’t see quite see why my Republican House colleagues have voted against releasing oil from this SPR earlier this year and none of their bills include this idea. It makes one wonder just whose side are they on now?
This bill is not the bill the American people have been waiting for. In fact, this bill doesn't do a single thing to help consumers, nor does it answer the cries of frustrated Americans pummeled by high gas and food prices.
Not a Single Thing?
The bill could reduce the price per barrel of oil 20% to around $80, which should translate to just over $2 a gallon! I will side with the American families and businesses that are tired of paying these high prices and demand a lower cost TODAY.
Of course, our efforts to lower energy costs have to involve more than just one single solution but our Congressman is only concerned with a solution that helps the oil companies and his wallet.
District 31 deserves better, we deserve lower gas prices, and we deserve to have our voices heard. I want to represent you. As your Congressman I will represent you!

A Note from Rebecca Ruiz
I am fortunate to spend my life with a loving and honorable man, so concerned about the well being of our children and their future that he decided to run for a congressional seat. Many of you have had an opportunity to meet Brian this past year as he has been out in the district attending events and speaking at meetings. I'm sure that you have all heard Brian say that his reason for running is our kids, Hannah and Christian. I know this because when we discussed his candidacy in the beginning he told me the same thing; it was about our kids' future.
It is time that our district elects a candidate that is so personally dedicated to providing a future for our children. He understands the same tough economic times as you have all seen in recent months. I want to share with you some photos of our family. I hope that you not only enjoy viewing some of our personal pictures, but that you also come to realize that this campaign is more than just a campaign. It's about changing our present to improve the future for our kids and yours.

As father's day approaches, I keep trying to think of the perfect gift for Brian. A nice watch, an afternoon of golf, dinner out with friends and I realize that what Brian wants most is to be your Congressman, to provide a voice to those who are voiceless. Well that gift for Brian will have to wait until November, but this Sunday let's show him that the citizens of District 31 want him to be our next Congressman. Click the link below or visit our website at www.ruizforcongress.com and make a $10, $20, $50 or more contribution to Brian's campaign. On Sunday, I hope we can give Brian a great father's day gift of support. Thank you all and may you celebrate a wonderful father's day with your loved ones.
Warm Regards,
Rebecca Ruiz

Let the Voters Be Heard
Brian is also my brother. Although we are family, we are very different from each other. Just like many of you, we have different feelings and views on the Democratic Presidential candidates. But, we work well together in this campaign to unify the party and continue the momentum created this election year.
Brian is not a seasoned politician and doesn’t claim to be one. He is running for Congress to represent ALL of Texas Congressional District 31.
We are extremely busy drafting positioning papers, making public appearances and securing financial contributions. We are working feverishly to meet or exceed our April goal of $20,000. We are doing our part to raise the money needed to win in November. All we are asking the voters of District 31 is $10 each. We understand the economic strain put upon you during these trying economic times.
Think about this: Congressman John Carter owns several million dollars of oil company stock. (I wanted to say, “Every time you fill up your car or truck…”, but who does that these days?) Every time you pump gas into your vehicle, you are essentially contributing to Congressman Carter’s campaign. Congressman Carter is dependent on the oil industry. He is personally invested. How does that represent you?
Brian believes in energy independence and wants to end the US foreign oil addiction.
As Campaign Manager, I have been going through all of Brian’s writings and positions on various issues from his educational and professional years. Along with the original “Together We Can!” speech he gave in middle school, I also ran across some of Brian’s radio projects – some of which were never aired. One of the projects I ran across was a radio tribute to Pat Tillman. Cpl. Tillman will have past away 4 years ago this Tuesday, April 22nd. I thought this should be released again to continue to raise awareness and concern for ALL our servicemen (active, reserve, veteran and deceased).
As a USAF veteran, I was moved by this tribute to a great “American Soldier.” I asked Brian about the history of this tribute and believe his thoughts needed to be shared with all of you. I discovered a story that I didn’t even know.
“…after I produced this tribute I seriously considered joining the service to do my part. I went into a Marines recruiting office on North Lamar (in Austin) and met an old high school classmate that was now a Marine recruiter. We spoke for a long time and he recommended that I go through ROTC. I started training so I could physically meet the requirements and had even longer conversations with my fiancĂ© about this decision. I could enroll and do basic training during the summer of 2004 and be back for my wedding on September 4th and then leave two weeks later for active duty.
After hours of contemplation and prayer, I decided not to join based upon my emotions. A month later I learned about the lies of Tillman’s death and it made me wonder, ‘how many other young men and women signed on before learning the true story?’
About a year later, I found myself asking the same question regarding the misinformation we were told before invading Iraq. Today, I am noticing the lengths we go to for recruitment and retention and clever ways to ensure the goals are met, but inhibit the veterans of the Iraq war from being adequately compensated for their duty to this country.”
Brian P. Ruiz
With so much going on Tuesday (Earth Day and Pennsylvania Democratic Primary), I thought we should take time to remember Cpl. Tillman and address the “war” in Iraq to remind the voters how Rep. Carter addresses this issue. You have probably heard Congressman Carter state, “this is not a war in Iraq, this is just a battle. It's the battle for Iraq in the 'war on terror.'” - NOW Transcript, November 2006
This is a statement that he has used repeatedly over the last couple of years and continues to use it to this day. This is his way of justifying our occupation in Iraq and deflecting the focus away from the primary objective of “War On Terror” – Osama Bin Laden. This “war” cannot achieve victory without its primary objective being met. “…the Iraq war, in my particular district, is very—very supported by people. The present state of the war is 62 percent favorable in my district.” - NOW Transcript, November 2006 Congressman John Carter.
This is the same person who claims to be consistent on his views on Iraq. How can he call Iraq a battle when he himself is on record referring it as a war? Also, 62% of District 31 is in favor of the war? I am not sure where is getting his numbers, but they probably need to be fired. If the voters of District 31 really believe this, then why did the Ruiz for Congress campaign receive approximately 12,000 more votes than Congressman Carter in the March 4th primary?
I understand many of you might perceive this to be negative towards Congressman Carter. I am only stating facts and referencing his statements. It is time for the voters to hold him accountable. I have committed to Brian and will publicly commit to the people of District 31, our message and campaign will not change. We will not accept PAC money! This campaign is about YOU! If you are ready for change, then contribute, donate, volunteer and most importantly – go vote.
I am a proponent of the political process - let the voters decide. If the sentiments from the voters are true, then in November, I am confident that Brian will be preparing to be inaugurated.
We are continuing to update our website to create a more interactive environment. If you haven’t seen it lately, you may not even recognize it now. If anyone wants to donate their time to help us keep it updated, we would greatly appreciate it. Also, we have begun accepting resumes for full-time/part-time staffers.
Meet the Candidate: Brian Ruiz will be attending the upcoming events April 26-27 Red Poppy Festival Georgetown, TX If you would like to host a fundraiser for Brian, know of an event or meeting we should attend, please contact me:

The Unforgettable Class
That class was unforgettable. We had lively discussions and we were in awe, as our professor would share his life stories. Well, it saddened me today to find out that this unforgettable professor, Raul Salinas, has passed away.
Since that class I had gone to his Resistencia bookstore on South 1st Street to see Raul and learn more. In that store I learned about the daily lives of day workers and the tough lives they live. Illegal or not I learned that many of them are good, hard working people that just want a better life for their family. As a father of two I understand this now more than ever.
I regret that I was not able to tell Raul about my candidacy for United States Congress but one thing is for sure, his life impacted mine and I am a better person for this. Raul, thank you and I’ll make sure I don’t forget your teachings as I walk my first steps into the United States Capitol as District 31’s new Congressman.

Believing in Change
Champions of change exist throughout history as some of the world's greatest success stories. This does not always mean that they were the most popular choice initially. Without great adversity, there would be no great triumphs. People look at District 31 as a historically conservative district, where a Republican candidate is more likely to win. But as we saw in Iowa last week, Democrats and Independents are turning out in record numbers to prove that the 2008 election is going to be taken back by the people. In November, District 31 has the opportunity to send the same message as the Iowans did last week. This starts with every person in the community creating a message of hope and change with their neighbors. On Friday, over 100 people attended the Williamson County Democratic Party kickoff event, where I had the chance to speak to members of Williamson County about my platform and the improved standard of living that I pledge to create for the citizens of District 31.
The results in Iowa last week are more than just statistics and percentages. Iowa showed us that in 2008, the status quo in Washington, D.C. has the ability to change for the better. I ask for your support in this election so we can unite America and rise above partisanship together. Be a part of the message that Iowa started: we are ready for change.
